Biya faces 20-year un-kept Ring Road promise

President Paul Biya announced more than 20 years ago that he would personally supervise the tarring of the Ring Road, a lifeline that links nearly all sub-divisional headquarters in the North West regions. When he comes back to Bamenda at the end of November, the road would still in a state of decay, with sections worse that they were 20 years ago. In its worst year, travelers were stranded for several days around August 2010, because trucks were stuck in the mud.

Biya is expected to come back to the promise during his trip, partly to mark 50 years of the Cameroon army and partly to attempt to win over a region in which he has never won an election since 1992. Regional politicians also hope the president would announce the creation of the University of Bamenda and the upgrading of the regional hospital into a referral health facility.

For the president, it would be an awkward thing to do: another promise about the tarring of the Ring Road. But many in the government think there has never been a time that the project has been so certain. Chinese engineers have been studying the Road and there is already an idea about what would be built: two highways linking Message and Wum to Bamenda. In other words, the still would be no ring.
